Deputies of the Kharkiv Regional Council ask the Prime Minister of Ukraine Arseniy Yatsenyuk to assist the immediate holding of election of the rector of the Kharkiv National University of Radio Electronics (KNURE) where a conflict broke out on this subject.
According to the authors of the document, the long absence of the rector KNURE impact negatively on the situation in the team, leading to a deterioration of the moral and psychological atmosphere.
In the explanatory note to the draft decision states that the basis for the appeal was the letter of KNURE pro-rectors Nikolay Slipchenko, Natalia Lesnaya, Murat Omarov about the need for intervention in the situation at the university.
“The authors of this appeal see a stumbling block – the appointment which took place on November 25, 2015 of the acting rector of the university, deputy of the regional council Eduard Rubin. The university is actually functioning 2,5 years without a legitimately elected rector. In the university is observed inter-clan competitions, this has a negative impact on the level of education,” said Dmitry Stalinskiy, deputy of the Kharkiv regional Council.
Deputies of the Regional Council examined the situation, listened to the applicant party and Eduard Rubin who is acting rector at the moment and assessed the situation.
“We came to the conclusion that the main reason for this situation is the unsatisfactory performance of the Ministry of Education and Science. It should be noted that the order on the appointment of Eduard Rubin was drawn up with violations of the current legislation and in our view with derogation from the norms of professional ethics” said Dmitry Stalinskiy.
Therefore, it was suggested to appeal to the Prime Minister of Ukraine by the Kharkiv regional council with the requirement in the statutory period to elect the rector of University of Radio Electronics. From 112 deputies 107 casted an affirmative vote.
