The Verkhovna Rada of Ukraine allowed to register business locally and simplified the procedure of real estate registration. In the second reading, the MPs adopted the bill which transfers authority from the Department of Justice to local government bodies, banks and notaries. The law will come into effect from January next year.
The bill includes a complete refusal of the Ministry of Justice from the registration function, the authority and money transfer to local bodies, and an introduction of electronic services, as the Department represtntatives noted. However, the Kharkiv lawyers are concerned about the law is incomplete, only during the last reading more than 100 amendments were adopted.
“Until the law goes into effect and all the amendments are examined in detail, it does not make sense to comment it. However, we are ready for such innovations and have a successful experience of powers delegation,” the representative of the Department of Justice stressed.
According to the bill, until mid-2016 the registration will be carried out in parallel format: both by the Department of Justice and the local authorities. After that it will be held by local bodies only. The State Registration Service, which was created 4 years ago, will be completely liquidate.
