Kharkiv authorities plan to assert Norwegian standards in their work with convicts, Vecherniy Kharkiv reported.
On March 7, representatives of the State Penitentiary Service of Ukraine in the Kharkiv region held a meeting with the government delegation of the Kingdom of Norway, Inspector General of Police of Norway Thor Damkos and adviser of the Norwegian Correctional Services Willie Gill.
The main issue of the discussion was the creation in Ukraine of the Probation Office by the Norwegian standards.
The model office will be set up for individual preventive work with convicts to alternative punishments not related to deprivation of liberty, said the head of department of criminal executive inspection of Ukraine in Kharkiv region Andrey Movchan.
“Ukrainian and Norwegian psychologists will work with these categories of prisoners, the main purpose to prevent re-offending. In Norway, this work has already worked, and Norwegian experts want to introduce their experience here,” Andrey explained.
The representatives of the Norwegian delegation expressed their willingness to provide the Ukrainian side for the expert and other assistance in the area of criminal justice reforms, as well as to promote cooperation between educational institutions of Norway and Ukraine responsible for the training of probation.
