Deputy corps of Kharkiv City Council adopted an appeal to the Verkhovna Rada to review urgently in its second reading a draft law № 2706 “On measures to ensure stable functioning of business entities in the field of heating, centralized water supply and sanitation”. The reason of an appeal to the parliament was the fact that Public Utility “Kharkiv heating services” (PU “KHS”) is in near-bankruptcy financial condition.
As stated in the appeal, the changes made to the stator and regulatory enactments worsened the financial condition of the heat power engineering utilities. Due to the complaint of creditors, on October 30, 2015 the State Enforcement Service of the Main Territorial Department of Justice in the Kharkiv region seized all the accounts opened by PU “KHS” in banks. 236 million 400 thousand UAH are claimable in behalf of creditors.
This led to the fact that the enterprise in the height of the heating season lost sources of financing of major expenses: salaries, taxes, repairs. In the near future it can bring to a standstill the work of enterprise.
At the moment a draft law “On measures to ensure stable functioning of business entities in the field of heating, centralized water supply and sanitation” is under consideration in the Verkhovna Rada. The deputies of the City Council believe that the adoption of this bill can stabilize the financial condition of the enterprise.
