Yesterday, October 13, local officials participated in training of electronic procurement procedures for goods to be carried out on a platform “E-tender” in Kharkiv City Council.
The director of an electronic platform “E-tender” Ivanna Melnik demonstrated algorithm for implementation of e-procurement. She also noted that Kharkiv is the first city in Ukraine, to be connected to this system.
The first deputy mayor of Kharkiv Igor Terekhov said: “The project was done at the initiative of the mayor of Kharkiv Gennady Kernes. We have been working on it since 2010, step by step”. According to him, it will not only save budget funds, but also show that the system is open and transparent.
The project has been implemented on the platform of “GovPort™ Framework”, the global leader in e-Government Framework management software. The new platform will enable governments to build applications to connect their citizens via cloud, stepping into an arena with giants like Microsoft, Google, Amazon and IBM, which have staked a claim to be premier Internet of Things (IoT) cloud service providers.
eGoVisa said its “GovPort™” service will be a managed cloud platform “that lets citizens connect to government services via a Citizen Portal through a variety of devices that easily and securely interact with cloud applications and other devices on the Framework.” The company said the platform, which is launching in beta, will be able to support billions of transactions” which can be processed and routed to their respective originator’s endpoints and to other devices reliably and securely,” noted Jiří Křapáček, Technical Support Coordinator at eGoVisa Group.

Recall, on October 7 decision was taken on the participation of Kharkiv in the pilot project “ProZorro”. The regional administration also supported the decision to move to e-procurement.
