Yesterday, on November 26th<\/span>, <\/span>The Verkhovna Rada obliged the <\/span>local councils to hold a roll-call<\/span> vote\u00a0and publish the<\/span>\u00a0<\/span>results on its websites.<\/span> 236 deputies supported t<\/span>he corresponding bill \u21162016a.<\/p>\n

The explanatory note to the bill<\/span> stated<\/span> that the vast majority of votes in local councils were <\/span>not individual voting\u00a0in contrast to the Verkhovna Rada<\/span>. The minutes of the sessions displayed only <\/span>the number of deputies who voted for, against or abstained.<\/p>\n

The information about <\/span>how each member voted for each solution were not displayed\u00a0n<\/span>either in the minutes nor<\/span> on the websites or in printed sources.<\/span> Usually, these data could<\/span> not be obtained even by the information requests as the results<\/span> were<\/span> not fixed.<\/p>\n

This situation turned<\/span> the <\/span>open voting in a fiction, it <\/span>does not give voters the possibility to <\/span>control the actions of their<\/span> deputies, including votes\u00a0for the resonant property, land, and <\/span>finance issues<\/span>.<\/p>\n

Under the new law all the non ballot votes<\/span> shall be carried out in a<\/span> roll-call format<\/span>.
